Staff Profiles
Judith (Judy) Clark, CPC, SPHR, Owner and President, has more than 25 years human resources
experience, more than16 of which have been in consulting. Additionally, she serves as Adjunct
Faculty to the School of Business at Portland State University and at the University of Washington
teaching a variety of HR classes. She is certified as a Senior Professional in Human Resources
(SPHR) through the Human Resource Certification Institute and a Certified Professional
Consultant (CPC) through the International Guild of Professional Consultants. She is one of
only six Trainer/Consultants in the nation to be certified to teach the highly acclaimed "Shades
of Gray" Sexual Harassment program. Judy serves on the national Board of Directors for the
Society of Human Resources Management, the nation's largest HR professional association, is the
past Oregon State Council Director for the Society for Human Resource Management, past-president
of the Consultant's Forum, a national association of HR Consultants, and is an active member of
the Northwest Human Resource Management Association (NHRMA). She has a busy national presentation
and training schedule, giving more than 15 presentations each month. She is a writer for the
Portland Business Journal, a Manuscript Reviewer for the national HR Magazine and serves on a
variety of community service Boards and Committees.
Richard (Rick) Coffey, SPHR, CEBS, CPCM, CPC, is Vice-President and Director of Consulting Services.
He has 3 years Industrial Engineering and more than 25 years of Human Resources Management experience.
Most of his experience was in the manufacturing and high technology environment. Rick holds four
specialized Professional Certifications which include "Certified Employee Benefits Specialist",
"Senior Professional in Human Resources", "Certified Professional Consultant", and "Certified
Professional Consultant to Management". He completed his undergraduate work in the school of Business
Administration at the University of Washington and Graduate work in the Albers School of Business
at Seattle University in the MBA Program where he has served as a mentor for the past eight years.
In addition, he is on the Board of Directors of the Consultant's Forum Professional Emphasis group
for the Society of human Resource Management, on the Advisory Board for "HR Certification" at the
University of Washington, and past adjunct faculty at both the U.W. and Central Washington University.
A retired Naval Reserve Officer now, Rick had the opportunity to assist the National Security Agency
with critical HR planning and policy matters on numerous periods of active duty for training.

Jim Zwicker, SHPR, is Senior Vice President of Business Development. He has over 20 years of human resources experience, with added experience in general management and on executive management teams. Jim also has a strong international business background dealing with the Middle East, South Africa, and Europe, and spent two and a half years as a Managing Director in England. His human resources experience includes an extensive labor relations background, with a focus on union negotiations, union avoidance, and union decertification. Jim is certified as a Senior Professional in Human Resources (SPHR) through the Human Resource Certification Institute, and has earned his certificate in Human Resources from Portland State University. In addition, Jim is certified in Six Sigma, Lean Manufacturing, and Kaizen Manufacturing practices at the Champion level. He holds a BS in Social Science and Mathematics from Southern Oregon State College. In the past Jim has served as adjunct faculty at Portland State University, teaching human resources classes at the undergraduate level and in the Human Resource Certification Program. Jim is an active member of local and regional chapters of the Society for Human Resource Management (SHRM), and has previously served eight years on the Board of the Portland Chapter, including two terms as President. He also served four years on the Northwest Human Resource Management Association (NHRMA) Board, with one term as President. He was twice awarded the Portland Chapter’s Regional Distinguished Member Award, and has received the chapter’s Human Resources Award of Excellence. Jim is active in many community organizations, including the American Red Cross, American Lung Association, United Way, Urban League, and Junior Achievement.
Kathryn Dodge, PHR, has more than 18 years of practical, professional human resource experience in a
wide variety of environments. For HRA she serves as the Director of our Risk Management Program. As
a Human Resource generalist, Kathryn brings experience in most facets of human resources, with special
expertise in employee relations, compliance, and workplace assessments. She brings
this practical experience into her training programs as well. Kathryn's additional experience includes
management and administration which facilitates her philosophy that human resources must add value to
business operations. Kathryn holds a BA in Communications from Marylhurst College, a certificate in
Human Resources from PSU's Professional Development Center and her Professional in Human Resources
certification through the Human Resource Certification Institute. She is an active member of the
Portland Chapter of NHRMA, and community volunteer.

Deborah Jeffries, PHR, CPC, is certified as a Professional in Human Resources through the Human
Resource Certification Institute and has more than 15 years experience in the Human Resource field.
Deborah is also a Certified Professional Consultant (CPC) through the International Guild of Professional
Consultants. She is the editor of the Employment Practices Quarterly. She also assists in creating new
materials and products and markets the organizations' services. Deborah's past experience includes recruiting,
training, education, and marketing. Deborah holds a BS in Psychology and a teaching certificate from
Willamette University. As a trainer, she works with organizations on recruitment and the hiring processes,
customer service, time management issues, marketing strategies, harassment, diversity and improved communication
styles. She is also an active member of NHRMA, and has served as Chapter President of her local Human
Resource Association. She has also served as a member of the Society for Human Resource Management's Oregon
State Council and a member of the Board of Directors for Area V, which included Oregon, Washington, Alaska,
Idaho, Montana and Wyoming. She is also very active on various Community Boards and Committees.
Catherine Dovey, CCP, SPHR, has worked in human resources for more than 19 years with compensation
and pay systems as her primary specialty. Her experience includes union and non-union environments in both
private and public sector organizations. She is a graduate of Central Washington University and has
attained the Certified Compensation Professional designation through the American Compensation Association.
She also has her Senior Professional in Human Resources designation through the Human Resource Certification
Institute. Catherine is Past President of the Seattle chapter of NHRMA/SHRM and was on the Board of
Directors in Seattle for 12 years. Many non-profit organizations have benefited from her human resource
experience as a volunteer through the Management Assistance Program for United Way. Catherine was on the
Advisory Board for Human Resource Programs at the University of Washington and Seattle Pacific University.

Michael Brock, SPHR, MPA, is a Senior Consultant with more than 14 years experience in human resources, with
an emphasis on classification and compensation, recruitment and selection, employee and labor relations,
training and development, benefits administration, and policy development. His most recent experience is with
Washington County as Senior Human Resources Analyst, and with Portland Community College and the City of Gresham,
where he specialized in compensation analysis. Mike also has extensive experience in labor relations and has
bargained with more than 20 unions. He is certified as a Senior Professional in Human Resources through the
Human Resource Certification Institute, has an M.P.A. in Personnel Management from Portland State University
and a B.A. from Carleton College in Minnesota. He is past Chair of the Public Employees Special Interest
Group, former Board Member of the Columbia Willamette Chapter of the American Compensation Association, and
active in his local chapter of the Northwest Human Resources Management Association/Society for Human Resource
Management. Mike is currently obtaining his CCP and serves as the firms compensation practice leader.
Terri Ano, Ph.D., SPHR is a Senior Consultant with more than 15 years experience in business and human resources.
Her background includes both internal and external consulting in a variety of industries including Manufacturing,
Service, and Non-Profit Healthcare. As a Human Resources Generalist, she developed skills in the areas of
Employee Relations, Training (development and delivery), Conflict Management, Employment Law Issues, Policy
and Procedure Review and Development and Workplace Assesments. Terri also teaches in the HR Certification program
at University of Washington. She received her BA in Psychology from the University of Montana and her Ph.D.
from the University of Washington in Psychology and Human Resources Management/Organizational Behavior. She
is also certified as a Senior Professional in Human Resources through the Human Resource Certification
Institute. She is a member of the Society for Human Resource Management (SHRM) and the Northwest Human
Resource Management Association (NHRMA). She is also a member and past board member of the American Society
for Training and Development (ASTD).

Tina Weber, PHR, is a Professional Consultant with over 17 years human resources experience. She is a generalist
with a broad background, including compensation, benefits administration, employee relations, affirmative
action, human resource policies and procedures development, and compliance. Tina received her BS degree in
Business Administration-Human Resources Management from Portland State University. She is certified as a
Professional in Human Resources (PHR) by the Human Resource Certification Institute, and is a member of the
Society for Human Resource Management (SHRM), the Portland Human Resource Management Association (PHRMA), and
the PSU Alumni Association.
Lon Southard, PHR, is a Senior Consultant with more than 29 years experience as a Human Resources Generalist.
He has held human resource management positions in a number of manufacturing environments, and has served as a
human resource consultant for approximately 10 years. His strengths include compensation and employee relations.
Lon has developed or updated over 100 compensation plans and has been instrumental in the resolution of compensation
issues for client organizations. He received his Bachelor's of Science degree from Portland State University
with a major in sociology and a minor in Industrial Psychology. Lon is currently a member of and former President
of the Mid-Willamette chapter of the Pacific Northwest Human Resource Managers' Association. He has also served
as an advisor and on the Board of Directors for Junior Achievement. He is a member of the Society for Human Resources Management (SHRM) and the Portland Human Resource Management Association (PHRMA).

Stacey Lynch, SPHR, is a Professional Consultant with over 13 years Human Resource Generalist experience in a
variety of manufacturing environments. She has a broad range of human resource knowledge and experience including
the areas of employee relations, policy development, employment law, supervisory, safety, and harassment training,
affirmative action, internal assessments, and compliance. Stacey received her Human Resource Management
Certificate through the Professional Development Center at Portland State University and is certified as a Senior
Professional in Human Resources (SPHR) by the Human Resource Certification Institute. She is also a member of the
Society for Human Resource Management (SHRM), the Portland Human Resource Management Association (PHRMA), and the
American Society for Healthcare Human Resources Administration (ASHHRA).
Steven L. Myhre, SPHR, Professional Consultant, has over 9 years of experience in human resource management plus
over 5 years of small business experience. Steve's background includes extensive work in the areas of compensation,
employee relations, policy development, employment law, recruitment, supervisor coaching, and human resource
information systems. He holds a BS degree in business (major: finance) from the University of Idaho as well
as an MBA (concentration: human resource management) from the University of Oregon. He is certified as a
Senior Professional in Human Resources (SPHR) by the Human Resource Certification Institute and he is a current
member of the Society for Human Resource Management (SHRM). As an adjunct faculty member of Portland Community
College, Steve teaches courses in business communication and general business. He is also active in his
community where he serves on the board of a local non-profit organization.
Connie Roberts, PHR, is an Professional Consultant with over 6 years Human Resources experience, both in healthcare
and as a small business owner. She is a human resource generalist with an emphasis in recruitment, training and
development. She has been a visiting instructor for several Northwest colleges covering a variety of Human Resource
Management topics. She is certified as a Professional in Human Resources (PHR) by the Human Resource Certification
Institute. Connie is a member of the Society for Human Resource Management (SHRM), Northwest Human Resource
Management Association (NHRMA), the Employment Management Association (EMA), and a chapter member of the Lake Washington Human Resource Association.
